Disabled encoding menu was taken care of in issue 2929 (fixed on both trunk  
and
0.3.154.x).

There's an old patch by Johny to add ISO-8859-8-I to the encoding menu. If  
possible,
I'd rather avoid that, but we may have to  bite the bullet.

As for the encoding detector, it currently cannot tell one (ISO-8859-8)  
from the
other (...8-I) because it just relies on statistics
