Fix meaning
that the proposal to drop support for ISINDEX was rejected.  The compelling  
argument
for supporting ISINDEX appears to be its inclusion in HTML5.

Granted it is a very rare tag.  According to the WebKit bug less than  
0.0013% of
pages use the <isindex> element making it less common completely made up  
tags like <hot:trolley>.

While it is in the spec we should have it on a list of things to work on  
but it
should certainly be at the bottom of the list.  Moving to be a P-3.
