Issue 3695: Support EXE downloads with Content-Type of binary/octet-stream

New issue report by [EMAIL PROTECTED]:
We should like sites download EXEs if they set the Content-Type to
binary/octet-stream, just like we do if they set the Content-Type to
application/octet-stream.
