Issue 3729: Full-screen scrolling issue

Chrome Version : 0.3.155.0
What steps will reproduce the problem?
1. Switch to full-screen.
2. Point with the cursor to the side of the screen.
3. The cursor changes to the resize cursor and the mouse scroll wheel
doesn't work.
