Issue 4357: Right context menu should be displayed for bookmarks on
Bookmarks bar.

Release build: 0.4.154.18 and ToT (r5267)
What steps will reproduce the problem?
1. Set keyboard focus to [New Tab] [obviously on Omnibox]
2. Click on Other bookmarks or any folder on bookmarks bar.
3. Keep mouse pointer on any bookmark to highlight it and press context
menu key.

What is the expected output?
Bookmarks context menu should be displayed (screenshot attached.)
What do you see instead?
Omnibox context menu shows up!!
