Hmm....   TW NIC has a policy that domains in '.tw' should not contain   
simplified
Hanzis (of course, '.tw' domain policy need not be the same as what we  
allow for zh-
Hant/zh-TW). On the other hand, CN NIC has this automatic registering of  
both forms.

Perhaps, I have to extend the exemplar charset of zh-Hans to [U+4E00,  
U+9FAF]. In the
latest ICU data update, I limited the set for zh-Hans to Hanzis in GB2312.  
GBK covers
[U+4E00, U+9FAF] (and some compat. CJK).
