You should not disable onmousewhell event when html or any other element has
overflow:hidden if that is the short-path intension. it is not always used  
for
scrolling. It is also used for all kinds of interfaces by many frameworks  
out there.
I may use it to change the color of that smiling face using mousewhell  
event, for
example. Probably, the preventDefault onmousewhell should stop the  
scrolling, but it
should be up to the page itself.

What does scrolling has to do with ACID tests?
