I have demonstrated the above scenario to be fixed. However, when I tried it, the Chrome item on the Windows Start Menu was changed to point to the system-level installation, but the Desktop item and the QuickLaunch item were still pointing to the user-level install (which had just been removed). Therefore, clicking on either of these brought up the "Problem with Shortcut" Windows dialog. Perhaps these items could be updated to point to the system-level install (or else removed).
