Got a nice email back from Synacore. Unfortunately, Charter does not use
their email
product. Synacore mentioned this:
I can confirm that MS Word document attachments do not open correctly in
Charter webmail.
Below is what is displayed when word attachment is opened in Google Chrome.

Unfortunately we are unable to assist with troubleshooting this issue as
Synacor
does not provide or support email for Charter. We do provide support for
several of
their premium services, but email is not one of them so Charter will need
to be
contacted directly by your software developers.

If this is what you see with the download the problem could be that they
are not
properly setting the MIME type for the file. Unfortunately, there isn't a
clear way
for a non-subscriber to test this or to contact Charter. We will need a
subscriber
who is willing to help.
