Yes, the create-all-shortcuts parameter only makes sense when run with the no-first- run-UI parameter (it was added specifically for this, in fact.) Otherwise, you will get two. Maybe a nice feature would be to ignore "create-all-shortcuts" if "no-first-run-UI" is passed?
