This is not Rahul's position per se; this was the group consensus last time  
this came
up. There are a number of reasons why we made that decision, besides the  
fact that we
have more important things on our plate right now.

You can find the finer details of this particular discussion on the  
developer group
archives on chromium.org if you are interested. If I recall correctly the  
decision was
that we would not be opposed to people submitting patches that make our  
product work on
Windows 2000 but we won't be spending time making sure it works. (The  
archives will
confirm if I remember that correctly).
