If it is true that Firefox does not send Ctrl+T to the page, then neither  
should we.
We have to be careful though with some shortcuts.  For example, I think  
that Ctrl+W
and Ctrl+P can be handled by the page, especially if the page contains a  
plugin like
the Acrobat reader plugin.
