I am able to reproduce this issue on both branch build and trunk build.
Update Steps:
1. Change the "Standards and formats" locale to "Spanish (Mexico)" from
control panel
"Regional and Language Options" dialog
2. Run Chrome
>>Make sure "español(Latinoamérica y el Caribe)" is in the
accept-language list
3. Open "About Google Chrome" dialog
4. Click "Chromium" link
