What steps will reproduce the problem?
1. In windows XP turn on taskbar autohide and click the checkbox "Keep the
taskbar on top of other windows"
2. Maximize chrome
3. Place the pointer to the position where your taskbar is hidden.

What is the expected result?
Taskbar should show up when you place your mouse pointer on the edge where
the taskbar is hidden.

What happens instead?
Taskbar won't show up, it will remain hidden, like Chrome is being placed
over the hidden taskbar so that it isn't anymore on top.

Please provide any additional information below. Attach a screenshot if
possible.
