I think we can do better than Firefox ou Download Statusbar do. Think about  
the
downloads running all in one separated process (just like the Firefox  
download window
fells), and a button somewhere in the browser interface (like a  
notification button,
that can changes appearence accordly to the status of the downloads). When  
the user
click the button, a dropdown window with the download list appears to let  
user manage
then. The button itself can be the notification for completed download.

This behavior will add _one_ more process per window (not tab). And every  
window will
have it own download list control. If someone closes the window, the  
downloads
lefting can be merged with any other opened window or can throw a  
notification to the
user or pause all if no more chrome windows are left.

I think it solve the "minimum notification requirement" that move chromium  
designers
and the feel of you canceled the download just by close the tab with threw  
it.

And I'm with the Pileot and it's list of features that the chromium have to  
support,
apart not consider some of then really "must have". But it's like to be  
some torrent
support as well.
