A new features list should be dynamically generated per user based on the last time they used chrome. For example if the new features were listed on a tab that is loaded when the user opens the updated browser for the first time, it could request an url like the following http://chrome.google.com/updated?old=0.3.xxxx&new=1.0.xxxx or something similar.
