Can you open a command prompt, and type in the following (after replacing  
<your username>
with, you guessed it, your username):

cd "C:\Documents and Settings\<your username>\Local Settings\Application  
Data\Google\Update\"

Then run:

GoogleUpdate.exe /RegServer

If this doesn't work please file a *new* bug and try the above again while  
running procmon to
capture a log of what happens (attach the log to the new bug).

This will tell us if you are getting Access Denied errors or something else  
while trying to
register.
