This is Microsoft's bug with Hotmail. This is not a Chrome problem:

"People, Chrome *already* fixed the Hotmail issue... what's left now is
to Microsoft serve the right version/variant of the
Hotmail's HTML code to Chrome, instead of the incorrect one... That's
why the user agent changing "fixes" Hotmail in Google
Chrome. There's a send feedback link in Hotmail, the best way to have
it fixed is to use this link and ask them to correctly
support at least Chrome version 2.x. You can tell them they're serving
the wrong HTML version to Chrome, and the same one as
"Safari 525.19" would be fine......you can also tell them how
disappointed you're with Hotmail (maybe not just this issue) and
etc... it's you're call! I'm sure if you guys all send'em the request
it'll be fixed sooner."

Add the following to the shortcut you use to launch Google Chrome:
--user-agent="Mozilla/5.0 (Windows; U; Windows NT 5.1; en-US)
