Everyone seems to be missing the bigger issue. A browser cache is  
transistory,
transient, temporary. You don’t keep it forever, and in fact clear it out  
to free up
space, cover your naughty tracks, etc. Cookies, settings, and such are  
things you
want to keep. It makes sense to be able to separate them.
