New issue 7149 by xly...@chromium.org: Run English Chrome on localized OS:  
Some Vietnamese Characters can not show correctly on Chrome UI

Happens on all channels.

Build: 1.0.154.45 (Official Build 8530)
        2.0.160.0 (Developer Build 8804)
    OS: Japanese Vista
        Simplified Chinese XP

Steps:
1. Launch English Chrome
2. Go to "Google Chrome Options" dialog
3. Switch to "Minor Tweaks" tab
4. Click "Change font and language settings" button
5. Switch to "Languages" tab
6. Select "Google Chrome language" drop down list
7. Observe "Vietnamese"

Result:
The non-ASCII characters displayed as box on Simplified Chinese XP and
displayed as dot on Japanese Vista

Expected:
The original non-ASCII characters should be displayed

Notes:
Not reproduce on English XP
