I don't think this is fixed, Jon.

It is a long-standing issue (since Oct, AFAICT - see issue 3651) that we  
need someone
outside the Chromium group to look at. This is not a problem in Chrome and  
not a
problem with the user's ISP. I think this is a problem with our server.

This has happened repeatedly in the past for me from within the Google  
network. It is
100% reproducible for short durations of time (couple of hours, maybe) and  
then it
goes away - only to resurface again at a later time...
