Well, I haven't tested Firefox myself yet, but I certainly don't get the same result for IE 7. Although IE's clear browsing data is not modal (I can still type a web address in the browser), I certainly cannot "continue to work in the browser while the data is being cleared". Trying to go to other webpages while my private data (including cache/Temporary Internet Files) was being cleared just resulted in the tabs spinning away and not loading anything.
