Are you sure the problem isn't the fact that you are encoding ampersands in  
the url
where they should not be encoded (aren't they supposed to be actual  
ampersands to
separate the key/value pairs? Try fixing that and see if it works! It may  
be that
firefox and IE are detecting that the ampersands are mistakenly escaped.
