It seems the reasoning (reading between the lines of the comment Ben made on my patch review) was that the need to open local files most often comes from web developers rather than regular users. Web developers are more likely to be comfortable just accessing this functionality via Alt+O. Regular users who do want to open local files probably more often do so by double clicking them in explorer.
