New issue 7792 by towomail: Chrome needs its own proxy configuration

Chrome Version       : 2.0.162.0

Other browsers tested:
   Add OK or FAIL after other browsers where you have tested this issue:
      Safari 3: FAIL
     Firefox 3: OK
          IE 7: (OK)

What steps will reproduce the problem?
1. Try to access internet - fails.
2. Check proxy configuration - was modified by some weird company policy to
some proxy that serves only IE.
3. Change manually - OK for now.
4. Next day, old proxy, fails again.

What is the expected result?
Chrome needs to configure its proxy settings itself, not use the Windows/IE
settings.

What happens instead?
Internet access is blocked.

Please provide any additional information below. Attach a screenshot if
possible.
