IE is the only browser to my knowledge that puts the scrollbars on the left  
side of
the page in the case of RTL.

I've talked to a few people about this, and while I realize there may be  
some out
there who are used to this feature from IE the consensus seems to be that  
this is not
essential or necessarily intuitive behavior.

IMHO we should focus our efforts on fixing other RTL related bugs first and  
mark this
one as wontfix.
