The scrollbar position has been discussed in another bug (issue 6113) and at least for now, our conclusion is not to do what IE does. See more details there (see also Mozilla's KB and bug linked there) and you can add more comments if you want. BTW, Firefox can be configured to behave like IE. As for the second issue, I'm not sure exactly what you meant. (I'm on Mac at the moment and I'll try it on Chrome once I'm back on Windows). Can you upload a screenshot or two (contrasting what you expect with what you actually see).
