After a bit more experience and testing, it seems that step 4 of my reproduction isn't even necessary. Chrome doesn't check if the mouse has moved at all on mouse up until it's rendered the target tab, so "click and mouse move" is interpreted as a drag. If tab reattachment is broken in 2.0.165.0 that needs its own issue.
