I talked to dglazkov and darin. This regression is expected and OK. dglazkov
mentioned rebaselining the test, but I'm not sure that matters.
The intl page cycler is a heavy user of the WebCore cache, and recent
changes tilted
the tuning toward memory usage instead of speed. If you look at the memory
usage,
you'll see a corresponding drop where the perf slows down.
