I don't see such behavior making much sense, but perhaps there could be a "pushpin icon" on the search box? By selecting it, it remains open regardless of which tab you're on. De-select it and it will only be visible for that given tab. Click the close icon, and the push-pin is deactivated and the search box hides. Why this doesn't make sense to me is because the search box extends from the bookmarks bar... or the address bar if bookmarks are hidden... so it would appear to only apply to the given tab. For a search box to remain open across multiple tabs, I would expect the search box to be above the tabs, or with the tabs.
