Well if it's so, then it's an issue which is introduced in recent change  
commits.
Until 2.0.168 upgrade it all worked well with same configuration.

I have more of a feeling that at one point install tries to use %TMP%  
or %TEMP% env
variables, and then later on during upgrade tries to work  
with %USERPROFILE%\Local
Settings\Temp or something similar and it doesn't find files there. So it  
fails with
Error 7.

Happened the same tday with 2.0.169, fix was exactly the same (expected  
though).
