Also pops under and crashes in 2.0.169.1 (Official Build 11427) on Vista

To Reproduce
1) open about:network
2) start tracking
3) close about:network without clicking stop tracking
4) Try to do any thing which requires Internet usage
- Use of omnibar
- Refresh
