What steps will reproduce the problem?
1. Hit download on any file.

What is the expected result?
The file should begin downloading.
What happens instead?
Chrome displays download at bottom of screen with an infinite "Starting..."
Tested on Windows Vista Ultimate 64 Bit and Windows 7 64-Bit, need
confirmation bug exists in 32-bit versions as well.
