I can't reproduce the issue as mentioned in the original bug reports.
But I see a regress with downloads page. In stead of filing a new bug, I'm
updating
here with new repro steps.
-Open downloads page and download few files.
-Clear browsing data for everything.
-Downloads page should be auto refreshed to empty.
Result: user has to refresh the page manually to get the empty list.
