New issue 9110 by mwritter: setting the developer channel doesn't work on  
my vista

What steps will reproduce the problem?
1. Download the chanel changer app
2. Run it, choose developer channel, program reports success
3. Look at wrench:about chrome - still on beta not developer channel

What is the expected result?

on developer channel and an update now button (this worked for me on xp - I
was on the developer version)

What happens instead?

stays on beta channel (I got this by downloading the beta installer.)

Please provide any additional information below. Attach a screenshot if
possible.

Where is this info stored?  Maybe it's a permissions issue as I migrated my
installation to vista.
