I think this is a usability issue more than a security issue. The old version might get flagged as a security risk, but it's really low risk. We cannot guarantee that the old version won't be around when the new version launches (as long as we do in-place upgrades), so there's always the chance that programs like Secunia will still complain even though Chrome won't be using the old DLLs.
