I believe there may be another issue at work here. Correct me if I'm wrong. When we import history, we use that history for Most Visited ranking. However, we don't show a Most Visited page if we have no thumbnail for it. Therefore, if you import but don't visit your most visited sites, we won't show anything. I suspect this is what happened in a usability study where the subject didn't get any most visited pages for a long while even though he kept checking back after visiting some pages. The main problem we saw in observing users is that they are intimidated by the NTP.
