New issue 9859 by morganyang64513: issue when searching by input two bytes

   Add OK or FAIL after other browsers where you have tested this issue:

   Firefox 3.x:OK

What steps will reproduce the problem?
1.copy and paste "测试" without quotation mark into address bar
2.press enter and try to search
3.

What is the expected result?
should automatic search in Google

What happens instead?
leads to a weird website

Please provide any additional information below. Attach a screenshot if
possible.
if you just leave “测试” in the address bar, you can see the default
selection is "测试/", but it should be "Search Google for 测试" in usual
which is the second selection now, and this issue first appears in nightly
build 13342, build 13339 is fine
