After lots of discussion, here's what Glen, Ben, Nick, and I agreed to.

On every launch except the first one after install, show an infobar*:
UNLESS user has already clicked "Don't ask again" on a default browser info  
bar
   OR the user has opted out of making Chrome the default browser on the  
first run screen
(note that this means if they did not opt out, but another browser has  
reset default, we
will show the infobar)
   OR another infobar is present

*Infobar text:
  Hooray, you're back! But Google Chrome isn't your default browser.  [Set  
as default]
[Don't ask again]    [x]
Closing the infobar with the [x] dismisses the infobar but lets us ask the  
user again on
the next launch.
If there's not space for all that, leave out the "Hooray, you're back! But"

Also, we should make sure we're collecting stats on how often we show this  
and how users
interact with it (click one of the elements or ignore).
