Nice summary, theodorejb, however, I would welcome a list of saved web apps in a jump list (instead of the last few pages from hstory), the Chrome icon in taskbar would then serve as a launcher (need Gmail? Right click Chrome icon, click Gmail, Gmail opens as a web app). This would mean a new checkbox in 'create shortcut' dialog, which would be 'Chrome jump list'. Also, no. 3 needs to be elaborated - suppose you are downloading 3 files, downloads started at different times, thay have different filesizes and download speed - what percent value should a progress bar indicator in a taskbar show?
