So when you go to http://www.getdeveloper.com/chromium/resubmit/ and click Submit. You see the current time, correct? And then when you click the Refresh button, you get the Confirm Form Resubmission dialog. When you click Okay, the web page refreshes and you see an updated time? If so, this is normal behavior.
