I had this issue for about three weeks, it went away a few days back. This coincided with two major changes, one that was touched on above. 1: I cleared my browser cache. 2: Avast found a WIN32:CTX Trojan called A0153958.dll and removed it. Other than that, I'm not sure what could have caused it. At the time, the radio buttons were always accessible just hidden and the scroll bars were functional as well.
