what i can reproduce is i think exactly what you wrote:
in an
English Gmail
and originally LTR text
After press "ctrl+shift", the text changed
to be RTL

In plain text, continuing press "shift+left arrow", the
text becomes unselected from the *left*
(which is correct)

selection end should stay the same (as it is in plaintext and as it is when  
changing
direction using the richtext buttons instead of keyboard)

they use Ctrl+Shift+X (which is absolutely horrible as it's the only  
windows program
i know to do that)
