Build: 2.0.172.2 (Official Build 13060)
    OS: Any

Other Browsers:
Webkit nightly: N/A
       Firefox3: N/A
            IE8: OK

Steps:
1. Launch Chrome (Any language is fine)
2. Sign in Gmail
3. Change Gmail UI to Hebrew
4. Compose a new email in rich formatting
5. Put focus inside the mail body
5. Hit left_Ctrl + left_Shift at the same time
6. Observe

Result:
The text directionality changed to LTR

Expected:
Not clear

Generally speaking:

If Gmail UI is in English, IE8 support changing text directionality using
keyboard Ctrl + Shift combination in both plain text mode and rich text  
mode.

If Gmail UI is in Hebrew, IE8 only support changing text directionality in
plain text mode.

Chrome support changing text directionality in both plain text mode and
rich text mode no matter what UI language Gmail is; it is not clear if IE8
is doing right thing or Chrome.
