this is not a regression.
I tried in 1.0.154.53, the behavior is the same.

And as progame pointed out, it is not directly related to RTL.

Open an English Gmail in an English Chrome, compose an email with "one two  
three",
select word "two" by dragging mouse from "t" to "o", press shif+left arrow,
the selection became " two" which extends "two" to include the space  
between "one"
and "two".

The correct behavior should be un-select "o" from "two".
