New issue 10522 by YogurtEarl: Negative percentages for CSS positioning  
don't render correctly in certain cases.

What steps will reproduce the problem?
1. Load page
2. Notice that is renders differently than the reference

What is the expected result?
The black dots should be in the middle of the red dots.
Each Red box is a slight variation of top, left, absolute, relative, etc.

What happens instead?
Some boxes are absent.

Please provide any additional information below. Attach a screenshot if
possible.

The issue is with negative percentages for top, left and margin positioning
in combination with relative and absolute positioning.
