Okay, I don't know if you need any more information about what's causing this issue, but I've noticed one more action that causes this problem: When I put my VMWare Fusion virtual machine into full screen mode and then change back to Chrome the Zoom button will become disabled. I had a hunch that this could this be to do with the menu bar or dock going away so I restarted Chrome to get my Zoom button back and played a movie in fullscreen under Quicktime. The Zoom button was disabled again.
