When initially focused, the DOMUI (used for Gears dialog) would not focus
the tab correctly.
BUG=14126
TEST=Use the "Create application shortcut..." menu to bring up the Gears
dialog. Press tab, the focus should move around. Press ESC, the dialog
should close.
