New issue 15728 by bradcupit: named anchor URLs opened in a new tab scroll  
down too far

   Add OK or FAIL after other browsers where you have tested this issue:
   Firefox 3.5: OK
          IE 8: OK

What steps will reproduce the problem?
1. find any page containing links with #named_anchors. One example page is:  
http://www.w3.org/TR/html401/struct/links.html
2. right click the "Introduction to links and anchors" link, and select
"Open link in new tab"
3. notice that the newly opened tab has scrolled down too far (past the
named anchor)

What is the expected result?
a new tab is opened, and displays the named anchor

What happens instead?
the resulting new page is scrolled down too far

Please provide any additional information below. Attach a screenshot if
possible.
If you click the link normally (meaning, not open in a new tab) it works
fine. If you open the link in a new window, it works fine too.
