What steps will reproduce the problem?
1. Create two application shortcuts, and place them in the Startup folder
2. Reboot

What is the expected result?

One instance of Chrome, with two windows.

What happens instead?

Two instances of Chrome - the Task Managers contain different items.

Please provide any additional information below. Attach a screenshot if
possible.

There was a bug previously where only one of the two apps would actually
open. That seems to be gone with the latest version, but it starts two
instances of Chrome.

Yes, I know Chrome uses a new process for each tab. This is different. This
is two discrete Chrome Task Managers, with an ability to add new processes
to either one, depending on where a new windows is opened from.
